Blumont has been awarded the USAID Office of Transition Initiatives’ (OTI) Support Which Implements Fast Transition (SWIFT) 6 contract.
OTI plays a critical role in USAID’s civilian rapid response, advancing US foreign policy by seizing emerging windows of opportunity in the political landscape to promote stability, peace, and democracy. Through SWIFT 6, an indefinite delivery/indefinite quantity (IDIQ) contract, OTI will enact flexible programming tailored to catalyze local initiatives and foster stability in regions facing political crises or transitions.

SWIFT 6 is a 10-year, multi-award global IDIQ with a $5B ceiling. As one of nine awardees, Blumont will work to support OTI’s global efforts through Task Orders and unique local programming targeting issues such as conflict, violent extremism, and stabilization.

In 2023, Blumont programming reached more than 1.1 million people across Afghanistan, Colombia, Jordan, Pakistan, and northeast Syria. Recent key achievements include distributing more than $2 million in small grants to local entities targeting community needs in northeast Syria, such as improving access to essential services and transparency in governance; co-creating and implementing community rehabilitation plans in Colombia that impacted more than 11,000 people; and rehabilitating the King Talal Dam in Jordan to maintain storage capacity and protect local agriculture amidst the region’s growing water scarcity challenges.
