Blumont was a prime holder of the five- year Build for Tomorrow (B4T), Indefinite Delivery, Indefinite Quantity (IDIQ) contract, to implement task orders for the construction, rehabilitation, and/or improvement of infrastructure throughout the West Bank, Gaza, and East Jerusalem.

In 2024, Blumont was awarded the first task order under the IDIQ, the Jenin Wastewater Management System and Reuse Project. Under the task order, Blumont worked to upgrade the Jenin wastewater treatment plant to meet Class A standards for safe environmental release and water irrigation and to expand the collection system to meet the sanitation needs of a growing population.

Strengthening Infrastructure

Blumont aimed to rehabilitate the Jenin plant to a resilient, non-conventional irrigation resource. In a region with high agricultural potential but limited water, the plant was designed to provide an additional two million cubic meters of quality reuse water for the agricultural sector each year.

Expanding Sanitation Services

The Jenin plant, one of the largest wastewater treatment plants in the West Bank, had operated for years, though many communities in the area were not connected to the system, resulting in contamination of local water sources. Blumont sought to expand wastewater collection and sanitation services to reduce exposure to waste and benefit public health.

The B4T IDIQ and the Jenin Wastewater task order were terminated as part of the U.S. Government’s realignment of global development priorities in 2025.
